Around Noon, I watched a gentleman wheeling a recycling bin down Magnolia Street towards Alliance Metals. On 34th Street, just across the street from Alliance, he transfers the contents of the bin into a stolen shopping cart (which he got from Alliance Metals). Once the customer gets his cash, he leaves the recycling bin behind (obviously the bin was also stolen). Jay's business practices allows his customers to dump these recycling bins (and shopping carts) all over our neighborhood and he feels no responsiblity for how his business contributes to the daily accumulation of blight in our neighborhood. Perhaps if Jay lived here he would feel different. Maybe not.
